Gallant gives warnings as he leaves job

City inspector-general Denis Gallant gave out some warnings as he prepares to leave the job: organized crime is always ready to muscle in when it sees an opportunity, and the city must be more careful in general to see it isn’t flimflammed when it isn’t looking.
