Construction costs nearly double for city

Radio-Canada says the city is facing construction costs almost double what it expected in many cases, because of competition and demand.

Update: TVA says a sharp increase in the cost of asphalt is also a factor. One presumable expert says the city has to tighten up its requirements for bids.
