I don’t think that’s what’s happened. The article says that ~2,000 employees took advantage of a 10%-off offer by signing up for an annual membership. It’s somewhat implied that this represents new transit users; I suspect the vast majority already used transit and just took advantage of a windfall offer. I can’t imagine many city employees switching from driving to transit to save a measly $8.50 a month. Seems like a nice perk being oversold as a nudge to effect substantial change.

I remember some talk about the city abolishing free parking for workers around its facilities. I don’t recall whether that happened, but I suspect such a stick would work better than a carrot in this instance.
