I love everything about this, but have to make the obvious observation. If you adopt a participatory democracy growth/development plan, in a super low-rise zoning regime, with most incumbent owners/tenants flat opposed to change, then how do you think you could possibly achieve this:
“Vivre, travailler et se divertir à moins de 500 mètres.”
Everything described in the document is achievable except for (1) any sort of lifestyle in which large numbers of people can live anywhere near work; or (2) any downward pressure on housing costs, which are sure to increase as the neighborhoods get more desirable.
This is a great plan, no doubt. But it’s basically only for incumbent residents, or those who have the means to move in and/or stay as Plateau-ification continues to push people further northward and eastward.

I hope the plan includes better street-crossing ideas for pedestrians. Rosemont is quite pedestrian-unfriendly.
