Three weeks ago, tenants in a Park Avenue building were evacuated when a wall collapsed off the empty building next door. But there are bureaucratic obstacles holding up the full demolition of that building, so those tenants still can’t go home.

It seems strange that the city isn’t allowed to call this an emergency, in which case many of these permissions can be simply ignored for the sake of public safety.
