A man was shot in broad daylight Saturday afternoon on Mont-Royal between Messier and Parthenais. Since he was shot in the leg in a car can we assume shots were not flying outside the vehicle?

Unless that 1) the car was “bullet proof” and 2) the shots were fired from the outside (towards the inside), I don’t think that your assumption is reasonably true. Glass breaks and then the following rounds have nothing to stop them. A bit of plastic and a door will take a good amount of energy out of a round, but be close enough and it can still damage.
If you assume the shooter was standing and the shootee was seated then it could be argued that “the worst” is that the rounds go through the floor, in to the ground. That could arguably be considered “outside the vehicle”.

If the shooter was outside the car then there was definitely a downward direction, and any shots fired in that direction would most likely have been contained within the car, although if a shot went through the floor it could still ricochet around a bi, but with greatly reduced energy. If the shooter was in the car there would still likely be a downward direction but not as steeply, so the bullet could go through the door of the car and fly around a bit, but again, with reduced energy.
It was almost certainly from a handgun, in which case it was likely a 9mm which can pack a wallop but is nothing like a rifle round. Might even have been a .22, which can kill you with a critical organ shot but is otherwise pretty light and would probably not puncture the floor.
And all that assumes very few shots fired. We know the one that hit got him in the leg, but we don’t know how many shots were fired that missed, and they could have been pointing anywhere.

I heard them marching down Ave du Parc and went outside to see what was going on. I saw the Miasma of Covid emanating from the crowds and knew at once they were the Anti-Maskers. I fled back inside the safety of my home and comforted myself by reading the works of Charles Darwin.

The city has been planning to redo Place des Nations, once a core feature of Expo 67 but long since left in the oubliette. Now the projected cost has nearly doubled since the project was first proposed, but city hall is intent on proceeding.
I took the photo above ten years ago, when mooching around the islands. Officially Place des Nations was not accessible but it wasn’t hard to get inside. At that point, while the concrete was weathered, it had not yet started to crumble, but the overhanging seating blocks would clearly not hold forever, and it would only be a matter of time before somebody exploring the space got brained with a piece of loose masonry. The site needs to be either refurbished or dismantled.

When has the cost of a city (or provincial) project NOT doubled from the original proposal? Although usually they wait until they’ve crossed the Rubicon before they announce it. Which means in this case it will double again after they get started.

It always takes time between the initial mention of a project and the second mention, sometimes years. In that time, inflation both of scope and of the economy always have that effect, and – as you say – further delays and discoveries made in the course of the work inflate the price tag even more. I don’t even think it’s corruption, it’s just human nature.
It’s not clear to me what they want this space for. It was used (as shown in my first link above) for rather lavish official ceremonies of a diplomatic type, celebrating national days of participating countries and things like that. It’s not very useful for at least half the year, although the same could be said of the Théâtre de la Verdure in Lafontaine Park, I suppose, and the main festival stage in Jean-Drapeau park.
