Which level of government should pay for making the metro accessible? Not who has in the past, but morally, logically, which should it be? Legally any level can. I bet you’d get many answers if you asked people. So how can people effectively ask their elected officials to pay for this? Each one will just say someone else should pay and disclaim responsibility.
This time next year there’s a good chance that the only local transit systems in Canada that are not 100% accessible will be in the Montreal area, and both those systems have no money to change this even partially, and no one, at any level of government, even says it’s their responsibility to fix this.
