Since the buildings are in such bad shape, they can’t be worth much, and maybe are negative (such that the property is worth less than the land value, due to cleanup costs), maybe the city should use eminent domain to take over the property and do something with them.

Every so often the city acquires a building with the intention of doing something with it, and then nothing happens. They bought the old Million Carpets and Tiles building on Bernard on the east side of St‑Laurent, and nothing. They bought 7200 Hutchison, opposite Parc metro, and nothing. The city doesn’t have endless pockets for renovations, and while I occasionally read of smaller projects being entrusted to nonprofits for development, the money has to eventually come from somewhere, and the province has not been generous with anything happening in Montreal.
