City wants REM to consider tunnel
The city is planning to study the option of running the downtown section of the REM underground rather than ramming an elevated track through that part of the city. Whether they could get Quebec to comply is another matter.

I can do the study for free. It will cost 42 bazillion trillion dollars and take 134 years to complete. Phase 1 is ten more studies which each take 2 years.
