Yup, well written but weak on hard numbers: in covid time, HVAC systems must put in fresh air (ie non-recirculated) at a rate of 7-10 l/s per person. It’s almost impossible to heat/cool that volume in current installations so people will have to cover up (when cooler outside) and no A/C this summer… sources

He’s also recommending the best way to save summer for everyone is to
“return to more restrictive measures in enclosed places for a period of four to six weeks must be a priority, although the value of a strict curfew is debatable, particularly regarding outdoor activities….now is the time to recognize the necessity of closing schools until the end of the school year.
It’s basically pay now or pay later. It’s better to pay now and the sooner the better. The cost of paying later may be much more painful.”
It’s highly doubtful the CAQ will do this unless things get really bad, which is part of their reactive playbook anyway.
