It’s not like this wasn’t foreseen, but the REM is on track to cannibalize transit revenue in the urban area over the next few years.

Headline says “cannibalize revenue,” but the actual quote is “cannibalize users.” Either way, I’m boggled because these services consume revenue or users, and how does one “cannibalize” something you’re already eating?
