Shelters full as Moving Day approaches

The city’s homeless shelters are full and we haven’t reached Moving Day yet.

Residents near two homeless shelters are starting class‑action suits against the city, the province and the shelters, seeking damages for what they call a negligence of safety and security concerns. They also want to see the shelters closed down.
