Is it fair to say the new Bonaventure is a failure? Or is it just that, no matter how well you build roads, there will always be too much traffic?

The article answers its own question.
Much of the congestion is due to the many construction projects that have started in that area, all of whom benifit immensely from the removal of the highway. It’ll probably get a bit better after.
Also yeah. Rush hour is always going to Suck, unless you massively over build, which comes with the many compromises we are familiar with.
Honestly it’s bigger than it should have been as it is, outside peak hours that area is still quite empty, yet 7 lanes of traffic make the park, as well as people walking through, much less attractive.
Eventually adding a north south bike lane all the way up university is probably the right way to go.
