Stop allowing garbage to be removed by subcontractors, must be the builder. Set the fine 2x cost of removal plus 10% extra per day that the trash is untreated and the CEO/owner as personally responsible if the corporation doesn’t pay. Set a reward to the citizen reporting it (with video proof) of up to 30% of the fine collected. I bet the problem is solved the first time that someone reports it with proof.
@Ian – Exactly, which is why you set up a enormous finder’s fee. Then you have people from environmental groups who will be running around trying to catch them for the finder’s fee. I don’t ever expect government to do it’s job without coercion.
Alot of homeowners have asbestos removed from their old pipes and attics by unlicensed yahoos in order to save some $$$. No doubt it ends up in veggie patches. I always make sure to report to environment ministry when I catch wind of such infractions. The inspectors pay them a visit within 48 hours!
Steph – If you make it in the law that the government has to pay them, even if they don’t enforce… they will enforce… they have to… it’s money out of their pocket otherwise. And with big numbers, people will enforce.

Finders fees don’t translate into enforcement. 30% of a 0$ fine is 0$. The government simply needs the will to enforce the rules they have.
