Not all of it. The western end of the Old Port is federal, but I don’t think the feds control what’s east of St-Laurent, although the border may not be exactly there.

Somebody’s envelope wasn’t fat enough or somebody down the chain wasn’t paid. There’s no way this false outrage could be real, the thing got built over the space of any months, it wasn’t an overnight popup secret … The sheer incompetence evidenced by the lawsuit should be an embarrassment to all levels of government involved as it is clearly only happening because somebody wasn’t correctly bribed.
